Kay said that some who were questioned said that stockpiles crossed the border, and that there was a convoy that was large enough about the time stipulated, but that it was impossible to get any further with checking into it. So there was evidence, just not conclusive. Besides, in the nature of the case, it is hard to believe that the CIA and other intelligence services were so misled, and natural to note that one possible explanation is the transfer. Anyway, I am not insisting upon it, or treating it as a matter of fact, I only brought it up to show that I did not hold to only one reason myself, although the humanitarian reason was very important to me.
