John, you'd be surprised how many votes occur in congress without the legislatures reading the bill.... I think Berger's problem was arrogance. He thought he was somebody that didn't have to follow the rules. Just like Clinton thought he could lie under oath and Martha could lie to SEC investigators. Berger knew what he took was the originals or he wouldn't have taken them....
