The whole plan was unrealistic from the start.

Joseph Stalin might have been able to achieve what the neocons set out to do, but then Stalin wouldn't have chosen to convert them to a social democracy.

Basically we are talking about forcing many millions of people to accept a form of government they don't want, you don't get there without making the blood run in the streets, and without a massive presence to police the hostiles (which would be pretty much everyone).
