Why isn't the Bush Administration making the FBI report public. Probably because there is no report. It is my understanding that the FBI has not finished its investigation. I may be wrong, but I don't think that they have actually talked to Berger yet. I personally think that it is a bad idea for an investigative agency to release interim reports. Such a policy would undermine the presumption of innocence principle.
