If, the Post is right, and Berger stole all of the copies in multiple visits, I have to wonder if his goal wasn't to replace them with something different.



Remember, Berger was vetting them for release to the 911 committee. I think he thought they hurt him and panicked. Thought if he got them out, since he was vetting, the document would not show up when the 911 people read though.
