Well France, unlike Israel , allows and welcomes people of different ethnic backgrounds, as does the US , supposedly.
And although France has made attempts to singularize it's language over the years and decades due to its marginalized influence in a largely English speaking world, I believe your attributing the French population to the homophobic awkwardness of racial and cultural diversity is well off the mark.
