My guess is that Arafat tries having it both ways, appointing a new cabinet without actually transferring real power (the security apparatus) to their control. If that's what he tries, expect to see Arafat replaced by force within weeks or even days of the attempt.

Nah, I'll believe that when I see it. Arafat is well used to violent chaos and when push comes to shove can always release one more veil in his 'dance of the seven veils' - give up one bit of reform that's been long demanded, keeping the others. At the end of the day, the ra'is still holds the trump card - only he is Arafat, the walking Palestinian flag, and the Pals don't dare get rid of him. Because then the civil war will be on in earnest.
