When you see someone standing around for long periods of time, followed by hearing a few dozen choice curses. Repeatedly too. And when the status of what's wrong exceeds the cost to replace.

Whether it's a replacement or upgrade, depends upon the department (accounting gets replacements, engineering gets upgrades.)

Sounds like you are focused on large to mid-size firms. I think the smaller firms suffered austerity a bit more than the larger firms.

I actually didn't know. Had this vision of assembly (ugh). But a higher level language makes sense.
