Not even Kerry would be stupid enough to deliberately formulate national policy based on stolen classified documents, but Berger might have been desperate enough to get back in the game do so. JMHO.

Either way, doesn't reflect well on Kerry. His aloofness seems to be one of those personality traits that go all the way through, like Clinton's wonkiness, Reagan's affable vagueness and Bush's determination not to get bogged down in details.

I've never had to delegate matters of great importance at work. It can't be easy.
