Yes, I would consider it a chemical weapon. It is clearly meant to destroy buildings and/or people. It is not what we usually mean, though, insofar as it is mostly the fire it causes which is the agent of destruction, rather than being poisonous, although it is hellish if it gets on your skin or its fumes inundate your lungs.
