The Berger affair is really a very minor thing.
The documents he supposedly "stole" are clearly not exclusive, just copies, and he's the equivalent of a student ripping a page out of a book in a library. A minor infraction the GOP leaks now to try and distract from the HUGE issue of why they allowed 9-11 to happen despite all the warnings. Clintonites deserve some blame too, but Bushies cannot escape the fact that Clinton was out of power for almost a year by the time 9-11 hit and Bush himself was clearly warned of some kind of Al Qaida hijacking being imminent. So what did he do? Nothing.
