Ashcroft told the FBI "dont bother with terrorism" in 2001. That's from the clip with the acting FBI head in FAHRENHEIT 9-11. Ashcroft didn't want to hear about terrorism and neither did Bush, Cheney or Rice. To them, all that mattered was SDI, a boondoggle which doesn't even work created to fight off an imaginary enemy.

High level FBI investigations into saudi funding of terrorism were also called off by the Bushies. Furthermore, no action was taken to avenge the USS Cole bombing nor try to arm spy drones to take out Al Qaida training camps. In fact nothing whatsoever versus terrorism was done by the Bushies. As Richard Clarke said, Bush "ignored terrorism".
