I can't say that I have any evidence that any of the 3 are true. I do believe however that the neocon's who were writing junior's foreign policy for him were hoping for some kind of excuse to put their plan of global dominance into action. 9/11 gave them that excuse. Whether they were lax on terror before 9/11 for the purpose of enacting their plan will probably never be proved.
