Noel, lots of speech is harmful, no question about it. Anyone who denies that is a fool. But there's this idea you might want to look into, called "freedom". It's a radical idea that says maybe there are some things that are best left to the decisions of individuals, rather than the ruling elite. No, this idea has not been fully accepted, even in America. Libel laws are an example, as you mention. There are others.
