Richard, I noticed the same anomaly some time ago. I don't think it's fair to compare a service co. like CACI with a software co like CA, since the margins are higher for software. The comparison I did was between CACI, KEA and CHRZ, but it was still unfavorable to CACI. I called the CFO, and the answer given, as I recall (I don't have my notes handy), was that some of the work for the DOJ (?) involved a high percentage of clerical workers, whose billing rates (and salaries) were below those for programmers, project managers etc. Billing rates and productivity for the CACI "technicians" are in line with industry norms.
