YOu have not answered my questions but instead continue to make assertions such as the above. The higher ups in the organization lay policy, offer guidance on what needs to be done. If they remain engaged in impeaching the President, preventing him from functioning and wanting him to step down instead then Osama and his men laugh at the stupidity.
