There is no way any President has time to go through the details of any program, operation, intelligence gathering efforts, etc. Hell our Congress doesn't even have time to read the bills they vote for or against. Take a look at the story posted earlier today on this thread about Richard Clark's opportunity to send a hellfire at Bin Laden. Notice that Clarke was making the decision not Bill Clinton.
