I am not merely relying on the absence of attacks, but on the thwarting of attempts. We are safer than we would have been had we not gotten into high gear and thwarted those attacks. Additionally, it is clear enough that Al Qaeda was entering a bolder phase, and that had it succeeded with impunity on 9/11, we should have expected more ambitious operations against us.
