Expedience? How was supporting the muhijadeen against the Soviets "expendience"?

Or supporting the Soviets during WW2 against Hitler?

I don't think the men crafting those policies were thinking in terms of expedience. Unless you mean "any means at all to defeat your enemy". In which case drafting an "enemy of my enemy is my friend" policy is always expedience.
