On the relevant points of your post: (relevant to justifying the war in place of WMDs as the rationale for the invasion).

<there were ongoing research programs into biochemical warfare>
False. There were no ongoing bio or chemical weapons programs in Iraq.

<In the overall context of the war on terror, we have increasing evidence of ties to Al Qaeda>
False. We have one investigation after another concluding exactly the opposite.

On the irrelevant points in your post:

<our willingness to deal with Saddam has yielded fruit in closing a comprehensive settlement with Libya>
False. Libya was well along this path long before we invaded Iraq.

<jump starting negotiations with North Korea>
False. It greatly complicates and diverts us from dealing with North Korea.

<getting a few concessions from Iran, which has, at least, permitted greater insight into their nuclear program> False. Our ability to deal with Iraq is made worse as they now view us as incapable of dealing with a relatively weak and unarmed country like Iraq.

<made it easier to take risks that might improve things, as in the case of Sharon's unilateral intention to evacuate Gaza and parts of the West Bank, or in Turkey's concession of greater cultural autonomy to the Kurds.>
False. The Palestiian issue has never been worse and Turkey refused to help with the war because they know very well that it worsens their situation with the Kurds.
