It may well be. (Or it may not be 'more important'. One can imagine a scenario where we pull back from Iraq without ever spending the total allocated-for-reconstruction amount... if, for example, continued unrest makes some projects to difficult or infeasible).

Still, your research validated the number he posted, and he was clear that he was discussing the 'dispensed' amount....
