Clinton did not "send" 300 cruise missiles Osama's way. I have been trying to source that number for months. The number is actually less than 90. Frontline has it pegged at 83, 70 in Afghanistan and 13 in the Sudan.

pbs.org

Steve Cole's "Ghost Wars" (page 411) has the Afghanistan number at 75. Sorry, no URL. You are going to have to buy the book. An excellent read, by the way.

The number of people killed by the missiles was in the range of 20 to 30. Not a very good return on 90 missiles.

The "9/11 Commission Report" calls the strikes a failure ("The failure of the strikes..." -page 118).

Yes, the LAX Millennium plot was foiled by an alert customs agent. The plot was not very sophisticated in scope or execution. What about the first WTC bombing, the Cole, Khobar Towers and the African embassies? 9/11 was hatched during Clinton's watch. Why didn't he pick up on it?
