Hardly Andy. Bush new of the first plane strike before arriving at the school. At that point, knowing a major disaster had just occurred in America's greatest city, he should have led. He didn't. Reading "My Pet Goat" in the classroom, he was informed of the second strike. Knowing America was under attack and Americans were dying, he sat there for seven more minutes, apparently trying not to crap his pants. All he needed to do was calmly say, "Excuse me kids", get up, and be President. He couldn't handle it.
