Will the NY Court realize that the solution to the NYC school system is not "more money for teachers?"

My feeling is that if a school falls below a certain minimum standard of performance, it should be placed in the educational equivalent of receivership, and receive special attention. Money would flow in, but there would be requirements: uniforms, gender segregation, a very strict academic regime, and a code of discipline bounded only by the bill of rights.
