He was probably in utter shock, like every single other American who deeply loves the country. As President, he likely had also determined that immediately dashing off hither and thither would accomplish absolutely nothing, since the damage had already been done. So, he perhaps took opportunity to calmly continue his stay in the room for continuity's sake, taking the occasion also to think through his next series of decisions. I would have done precisely the same thing. The fact that it took him only 7 minutes is a testimony to his ability to lead decisively.
