CIA scrapped plan to kidnap bin Laden in 1998 as too risky

Now, there was an administration that did listen to everybody. Result: Nothing accomplished but hand-wringing.

Do you think Bush would have kidnapped bin laden if he were President in 1998? Absent 9/11?
