Actually, I'd think a reallocation might be enough. Reduce the numbers of administrators and bureaucrats and increase the numbers of teachers. And spend some money on up-to-date textbooks so students aren't taught about laws that were ruled unconstitutional five years ago and other materials so teachers can do their jobs without having to spend their own money. Oh, and fire any administrators who pressure teachers to make their courses easier or grade easier to improve school statistics and keep parents happy. But that's JMO.
