I figured it for a "dance" from the start. Keeps them both in the WW media

I see Abu Ala as a dancing marionette controlled by Arafat. He occassionally makes these ineffectual efforts to cut the strings, but he can't. He could damage Arafat if he left, but he can't even do that.
