You see biochemical and/or nuclear programs in the Kay report -- but there are none there. When a person sees something that is not there, that is called a delusion. I don't know why you feel it necessary to make a false or deluded claim, and I cannot understand why you simply do not identify a bio, chemical or nuclear program if think you saw one in the Kay report. Instead, you seem happy to deepen your believe in your own delusion or intentional misinformation.
