No that is not a spin from lorne. He considers the glass half empty, I consider it as half full. I look at it as the Republicans being slow to grasp things and quick to act without thinking. Otherwise why would Bush say je needs time to study an implement the 9/11 commission's recos, where as Kerry is ready to act sooner than that. Supports my "glass is half full"
