My apologies Mad Dog. I was in error. Seems that expenditures are increasing. I was basing my assumptions on a letter that I receive from my university stating that federal and state funding was down, and that now more than ever the university was depending on private donations. Seems they were a bit untruthful to me.

Also for the last four years the politicians in my state have been talking about budget shortfalls and cutbacks. I guess that means cutbacks from the projected increases...otherwise it doesn't make sense.

Sorry for any confusion. I was not trying to mislead. When I found that chart for California revenues falling, I assumed that expenditures were following suit. That in conjunction with the falling percentage chart being spent on higher education supported what I have been told by my university and local politicians. So I did not look any further. So thank you for digging into it and getting it right.

I didn't lie or mislead...I just had bad intelligence.
