I don't know what is typical of a 20 year congressman. When you say eight, do you mean that he was the primary sponsor of those or that he had some other kind of active role? If they were eight culture changing bills that might be significant.

I read something where he described himself as an ineffective congressman.

"....I think he is timelocked in the 60s.

The main drawing card is "anything but Bush". His claim to fame is being an anti-establishment hero. So, it kind of makes sense to champion him against the establishment of Bush. But we also need to know what the Kerry establishment would be.
