QDOG, CDMA's capacity formula depends on the interference of other users. In the capacity formula this interference noise figure is in the denominator.

For the none BSEE folks, in simple words, if you increase the capacity by 22 folds you increase the noise figure by 22 folds, and therefore decrease capacity by 22 folds -- this is the catch 22 of CDMA. This is why CDMA in practice has the same capacity or less than that of TDMA, because CDMA's infrastructure depends on fragile power management, which is prone to breakdown.
