I take your point, but what each would do is still largely a function of what is feasible and their options will be so severely limited that they couldn't come out too far apart.


There are still certain degrees of freedom associated with being President. If you follow your logic to its natural conclusion, you wind up saying that Carter would have done just as Reagan did, had he been reelected in 1980.

Kerry and Bush might be talking of similar policies just now, Kerry's with the added "nuance & respect of foreign countries" special sauce (recipe a family secret), but I believe that Bush will mostly do what he says, while I believe Kerry will cave, which means he will do very little. That makes a big difference.
