I think that monitoring and culling are more effective than a poor vaccine. A vaccine that eliminates virus would be useful, but a vaccine that allows sub-clinical levels of virus to circulate invites more recombination and a pandemic that is more difficult to control.

Infected birds die and are no longer targets for dual infections. Keeping the virus circulating in millions or billions of birds is not a healthy situation.
