OK if we remove WMD from the discussion then to me it comes down to whether SH was in compliance with the 1991 cease fire agreement. Now recall that the 1991 Gulf War never ended. There was only a conditional cease fire in effect. Are you telling me that SH was in complete compliance with all elements of the cease fire agreement? If he was not, and WMD aside, the March 2003 invasion was completely justified under the cease fire agreement.
