He is not stupid. But he was never expected to amount to anything, and that was, for the most part, fine with him. Jeb was the one anointed for greatness, Dubya and Neal would have their skids greased, but weren't expected to amount to much.

Now Neal shows every sign of being a dim bulb, but Dubya isn't. However, Dubya has never been allowed to fail. Oh, there were several things he reached for and didn't quite make it, but every time it looked like he was going to fall on his face, somebody would show up and help him out. For example, he was about to fail in his bid to be an oil man, and 'poof' someone shows up and dumps several million into his company, no strings attached. When it was clearly obvious that he wasn't going to make it in oil, he gets offered an equal share in a baseball franchise for an investment of $100k, a share that was worth millions of dollars at the time. Now I dunno about you, but I've never had an offer like that. Unless you are particularly introspective, an accusation that no one every made of Smirk, it is understandable that he quickly got the feeling that nothing he ever did could go wrong. So why work at anything? Or worry about consequences? Or bother with 'details' or 'understanding'? That's for the ones that aren't blessed...

I don't have any doubt the guy is lazy. And it infuriates me that some so lacking in capability and drive can be president of this country. But do you really think that explains his inability to function in public without someone pulling the strings? I believe either he wiped out too many brain cells when he was a substance abuser or he's on prescription drugs or he's in the early stages of dementia like RR Jr. says.
