Drug cost controls must be off the table because drugs are cost-effective. Cost controls would hurt R&D. The real savings could be in hospital and procedures. This is actually where the big money is. But there are too many tests(lab, X-rays etc) and procedures done mostly to fill the pockets of doctors and hospital administrators.
