there is no investigation when someone is nominated for an award for valor. they are supporting documents. this is what should be made available so the question as to whether kerry chase down a vc who had lowered his weapon, and was hiding/cowering as kerry killed him. was this an execution? we really need to review the supporting documents to sort this out.
