The person chosen would have to be an existing member of the system to work with 15 Agencies, and to have the trust of the Pres.

Its too much responsibility for one man- I would go with a committee of three to write daily or weekly
summaries of problem areas for the Pres.

And still, somebody lower down the ladder has to connect the dots or identify the problem.

Can a system really fix itself?

What a challenge it would be to ask Kerry how he would handle this most difficult problem the first of many.
