Tough love, as I understand it, works in the transitional phase between childhood and adulthood, for people who aren't handling the transition well.

Most often (maybe always) due to mama and daddy not doing their job right in the first place.

I think that the advocates of "tough love" call it tough love so mama and daddy get the message. "This is how it's gonna be, and if you don't like it, tough."
