At that point, everything is all screwed up for these people.

You've mentioned this a couple of times so I'll address it.

How did things get screwed up for these people? They had bad luck, made bad choices, the system wore them down, or some combination of the three. What can we do for them? We can get them back on their feet. How do we do that? We give them a temporary leg up. It's called charity. And we fix the system so it no longer facilitates bad choices for them and for others. What we don't do is tell them that their bad choices are not their fault and they're entitled to be compensated for them by those who made good choices. Or tolerate a system that squelches productivity to the point where it won't long support the productive let alone the hangers on but still sends a message to potential hangers on that they need not worry about the future because we will love and understand and support them once everything is all screwed up for them.
