IMF and World Bank buildings are a couple of blocks west of the White House. Last time I looked they had concrete barricades at street level but the streets around them are not closed off.

Basically the same neighborhood as Federal Reserve, Red Cross, DAR Constitution Hall, OAS, and GW University. The buildings are multistory but no taller than the Washington Monument, I am sure you already knew that factoid. Lots of space in between for gardens, fountains, public square "art".

The buildings themselves have guards and metal detectors at the entrances.

White House, Capitol, and Congressional office buildings have street closings past the perimeter and/or guard installations at barricades.

If I were going to carbomb DC, I'd use taxicabs, lots of them, and set them off everywhere all at once.

Nobody notices taxicabs, the drivers are commonly Middle Easterners, it's a perfect way to hide in plain sight.

The other day I saw 20 or 30 taxicabs from several different companies in a smallish neighborhood park, all with their trunks open, and the Middle Eastern drivers just standing around talking, and it occurred to me how perfectly easy it would be. I'd set them off on all the bridges going into and out of DC, at the entrances and exits at the airports, on major interstates during rush hour, at the entrances and exits to hospitals and police stations. And then I'd set off my suitcase nukes.
