They closed the interstates here on 9/11 and several times for the DC sniper. Road closings weren't even reliably announced let alone a code change.

There was no national (or local that I know of) color alert code prior to 9/11.
The military did have their own system and still does.

I believe the nation-wide color code without precise instructions for civilians is a large mistake.

Initially it caused much confusion and fear...Now it is largely ignored by all but first responders who may incur additional duties as the level goes up.
