I like Tom Ridge.

The problem I saw and still see at Homeland Security is the org is top heavy with experienced personnel and finance/budget types. That may have been necessary to a degree to build the org. Now it is time to move in some operators who understand how things work in the field. And who know that most plans are useless without a full-dress rehearsal to hammer out glitches in the details.
