I saw that poll on CNN. The "likely voters" are as you say, while "registered voters" are the opposite. In other words, a tie according to pollsters.

But, as these things go (California recall, 98 elections)- angry voters usually go *against* the incumbent. In both of those elections, polls were saying close, and the actuals were landslides for the opponent.

I really don't think there is any way Bush can win. He's just too much of an f-up. Its not a mandate on republicans in general, if they can get back to the mainstream and avoid the holy roller crusade. But Bush is just too far out there.
