the unprecedented military exercises. These, however, are preparations for something much, much larger than a response to a possible terrorist attack. The military maneuvers suggest possible action against a nation, not a diffuse group such as AQ.

I see other possibilities.

Force protection is #1 on my list.

But if several of the carrier groups congregate...then somebody better duck.
