If they have specific information about those particular facilities, you'd think they'd just work with them to up security rather than raising the general warning level. I think it's been stated that they don't have specific information about timing so, if they don't have specific information about facilities either, then they really don't know anything they didn't know two weeks ago or last month so why the change now. Just feels vaguely incomplete somehow.
