Intelligence is rated two ways...
The probability of the information being correct is rated and the reliability of the source is rated.

In the olden days. A-1 was the highest rating and F-6 was the lowest. I havta believe this info was rated very high before Ridge would go on TV to warn the nation.

That however does not rule out a feint totally. I do think Ridge addressed that clearly though when he told us they had confirming data from multiple sources and from multiple orgs. That was clearly imo an attempt to resolve your question before it was even asked.

I wonder about what he didn't tell us. I don't for a minute believe that we got more than a tiny glimpse at the data they have collected. For example, I would be shocked if no military targets were on the list. But, Ridge may not want to say that to the nation because those likely to be affected can be informed in ways to keep the info we have on that classified.

The info that Ridge put out yesterday was certainly classified Top Secret during processing. Part of the dissemination process is to determine who has a need to know and what their security clearance is. Since the general population has no clearance...they probably only got minimal info. Just enough to provide them with what they need to protect themselves coupled with just enough confirming data to make you want to believe the threat is real. They will never want to reveal publicly everything they know. From an operations security viewpoint that would be dumb.

And yes I mean protect themselves. At the Ready.gov website it is clearly stated 4x..YES, 4 times... that in the event of an attack the authorities may not be able to advise us on what to do.

Ridge's message was to get ready to do whatever you are going to do.

It may be worth looking at the color-code. Afterall that is the guidance to the security folks.

Code Yellow instructions are:
"The following may be applied:
Increasing surveillance of critical locations;
Coordinating emergency plans with nearby jurisdictions;
Assessing further refinement of Protective Measures within the context of the current threat information; and
Implementing, as appropriate, contingency and emergency response plans."

Code Orange instructions are:
The following may be applied:
Coordinating necessary security efforts with armed forces or law enforcement agencies;
Taking additional precaution at public events;
Preparing to work at an alternate site or with a dispersed workforce; and Restricting access to essential personnel only.
