They wouldn't be charged with anything. From my understanding when someone like junior missed as much time as he did the military was supposed to report them to their draft board as being eligible for the draft. In other words they told the board to reclassify them 1-A. If this was never done in junior's case I would like to know why. The answer is somewhere in the records junior has kept the public from viewing.
